Job Description: Job Description:Utility Operator 3Competition Number: 24/220Posting Scope: Internal / ExternalPosted Date: October 3, 2024Closing Date: October 22, 2024, 4:30 PM PSTDepartment: Engineering & Public WorksPosting Type: Continuous (Regular Full-Time)Work schedule: Monday to Friday ( 40 hour work week)Salary: $ 45.77 per hour, Pay Grade 12Job Code: 765Employee Group: This is a CUPE Local 50 positionNumber of Vacancies: 2POSITION FUNCTIONCoordinate and participate in the work of a crew carrying out installation, rehabilitation, repair, inspection and testing of Water, Wastewater, and Storm systems.KEY DUTIESCoordinate, assign, review and participate in the work of approximately 8 staff involved in the construction and repair of sanitary sewer, storm drain and water distribution systems; ensure schedules, procedures and established performance and safety standards are met; provide employee training and input to employee performance appraisals; direct the operation of various construction and excavation equipment.Performs any combination of tasks pertinent to installation and control of the operation of a water distribution or wastewater collection system. Excavate and backfill material prior to installation or for the repair of any of the described systems; install pipe and related appurtenances; control of flow of water/wastewater; monitor gauges, meters, and control panels and observe variations in operating conditions; operate valves and gates either manually or by remote control; start and stop pumps, engines, and generators to control and adjust flow; operate power generating equipment; maintain shift logs and record meter and gauge readings; collect samples and perform routine field analyses; perform routine maintenance functions.Determine and order materials, staff resources and equipment required daily; complete equipment rental and material slips and time sheets; review job matters and schedules with outside agencies, contractors and City departments respond to enquiries and complaints from the public regarding service disruptions; maintain a variety of records and reports for maintenance and new installations; ensure compliance to site safety regulations; take photographs of sites on a daily basis to record WorkSafe compliance; document after action reports detailing construction methods; notify pertinent agencies, utilities, business and residences regarding loss of service and new installations. Respond to emergency calls for service.Operate a vehicle to transport equipment and materials; maintain supply of parts and materials in service truck for on‑site repairs; read and interpret engineering plans for system design and location of utilities; operate various equipment related to excavation and pipe installation; follow applicable Confined Space Entry procedures; load and unload equipment manually or using a forklift.Perform related duties where qualified.INDEPENDENCEWork is assigned and reviewed by supervisor.Issues such as extensive changes to project design and scheduling discussed with supervisor.WORKING CONDITIONSPhysical Effort:Lift and move heavy materials and equipment. (premium item)KEY SKILLS AND ABILITIESOrganize and prioritize the work of a unit.Understand and apply the techniques of installing and repairing water distribution, sanitary sewer and storm drain systems and related appurtenances.Use hand tools, instruments and power equipment.Read and interpret engineering plans, utility information sheets and grade sheets.Maintain accurate records.Establish and maintain effective working relationships.Deal effectively with the public and outside agencies.Work safely on job sites.QUALIFICATIONSFormal Education, Training and Occupational Certification:High school graduation.Water Distribution System Operator Level 2 Certificate.Wastewater Collection Operator Level 2 Certificate.Traffic Control Certification (16 hours)Current and valid Class 5 B.C.
