Title of the Job: Supply Chain Manager

Location: Ottawa, ON

Job Description: Position Description :SUMMARY/PURPOSE:

  • Conducts competitions for supplies and services. Reviews Prime and subcontract documents and correspondence as part of the analysis of incoming bid requests and develops preliminary subcontract terms and conditions. Participates in negotiations with existing or prospective suppliers. Monitors subcontractor performance to ensure cost and technical objectives are being met. Recommends appropriate activities to resolve performance difficulties. Request amendments or modifications to subcontracts as required. Familiar with standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision. A certain degree of creativity and latitude is required. Typically reports to a supervisor or manager.
  • Ensure compliance with all Serco Canada Inc. policies and procedures, including but not limited to Code of Conduct and Ethics, Serco Management System, PDR’s, etc.

KEY RESPONSIBILITIES:

  • Manage/monitor supplier relations, partner levels, agreements, leveraging Business Unit-wide and enterprise-wide requirements where possible to drive cost savings.
  • Lead the Procurement team is developing the Delivery Order material acquisition strategy
  • Participate extensively in supplier selection and negotiations, often with a BU or enterprise perspective on requirements and relationships.
  • With significant input and buy in from the program, devise methodologies for tracking and reporting on procurement status.
  • With significant input and buy in from the program, develop a dashboard of key performance metrics.
  • In close coordination with other functional and program stakeholders, implement and maintain a Supply Chain Risk Management (SCRM) program
  • Review or update supply chain practices in accordance with new or changing program needs environmental policies, standards, regulations, or laws
  • Diagram supply chain models to help facilitate discussions with customers.
  • Develop material costs forecasts or standard cost lists.
  • Keep up on latest supply chain practices and technology and apply best practices.
  • Ensure internal contractual compliance with terms and conditions of contract and compliance with government regulation.
  • Analyses and resolves procurement issues such as budget impact, investigation of supply sources, proposals, bids, etc.
  • Assist in achieving Socio-economic Business goals
  • Compile various bid/compliance documents and inspect them for completeness.
  • Evaluate bids and complete subcontract/purchase order awards.
  • Manage supplier performance issues to resolution.
  • Use knowledge of contract types to determine appropriate type for certain procurements assessing the risk associated with various contract and fee types to provide advice to team regarding questions on regulatory or customer requirements.
  • Possess strong supplier interaction skills and leads subcontract negotiations.
  • Possess a strong understanding of Serco’s standard terms and conditions as well as contract clauses.
  • Tailor Contract flow downs and general terms and conditions to suit each procurement with assistance from management on sensitive or high-risk terms.
  • Understand when certain contract clauses require Procurement interaction with other parties and actions them accordingly.
  • Understand the difference between compliant and non-compliant documents and is able to work with the appropriate parties to correct any deficiencies.
  • Exhibit a strong understanding of compliance and may conduct peer reviews for more junior staff members’ procurement files.
  • Facilitate the resolution of subcontract agreement related issues by arranging and participating in conferences between suppliers and company personnel.
  • Recommend appropriate actions to resolve performance difficulties.
  • Negotiate and establish Non-Disclosure Agreements and standard Teaming Agreements, with some oversight.
  • Prepare and disseminates information throughout the company regarding subcontract status, compliance, modification, deviation, negotiation, and termination.
  • Prepare and maintain accurate and complete records for audits.

Qualifications :EDUCATION /CERTIFICATIONS:

  • Valid Class G, Ontario License is required.
  • Ability to obtain and maintain Secret Level II security clearance is required.

KNOWLEDGE and EXPERENCE

  • 8-10 years of job-related experience.
  • High proficiency with Microsoft Office (Excel, Word, PowerPoint).
  • Excellent attention to detail and accuracy.
  • Strong interpersonal and communication skills.
  • Excellent problem-solving and troubleshooting skills.
  • Strong data analysis and interpretation skills.
  • Bi-lingual (Canadian French) would be an asset.

SKILLS/Competencies (Interpersonal Communication, Financial, Managerial, Problem solving):

  • Contract Management: Ability to develop, negotiate, and manage contracts with subcontractors, ensuring compliance with terms and conditions.
  • Financial Acumen: Strong understanding of financial processes, including budgeting, invoicing, and cost control, to manage subcontractor payments and financial records.
  • Communication Skills: Excellent verbal and written communication skills to effectively liaise with subcontractors, project teams, and stakeholders.
  • Analytical Skills: Proficiency in analyzing data and generating reports to support decision-making and identify trends.
  • Problem-Solving: Ability to address and resolve issues related to subcontractor performance, compliance, and project delivery.
