Provide leadership that exemplifies the organization’s commitment to customer service, team leadership, asset management, and practical, long-term approaches to urban forest operations.KEY DUTIES

  • Plan, coordinate, assign, and review the work of up to 20 FTEs involved in City urban forest operations, capital projects, and other assigned work sections.
  • Supervise and provide direction, coaching, training, feedback and guidance to staff. Ensure schedules, procedures and established performance and safety standards are met.
  • Plan, prioritize, and monitor the sections annual work programs, assist in preparing, estimating and tracking annual budgets.
  • Conduct site inspections to review work progress, adherence to standards, specifications and requirements.
  • Prepare tenders and related documents, and project estimates including time and materials, staff resources, equipment requirements, requisition materials and equipment from outside suppliers.
  • Liaise with and direct the work of contractors undertaking urban forest related work and projects. Conduct inspections of contractor’s work to ensure project schedules, industry standards, specifications, and safety standards are met.
  • Negotiate and resolve disputes and represent the city in mediation-arbitration as required.
  • Maintain a variety of records such as activity reports, time sheets, asset database, claim reports, vandalism reports, bylaw complaints, work orders, safety inspections, and equipment requisitions.
  • Review and input information into the asset management programs, prepare schedules and coordinate works required to manage assets.
  • Research and recommend external funding sources for projects, prepare and present program proposals to the Manager for information or approval.
  • Attend and participate in planning meetings with other sections, departments, or agencies on matters relating to the continued efficient operations of the division.
  • Respond to general inquiries and complaints from the public.
  • Perform related duties where qualified and required.

INDEPENDENCE:

  • Work is reviewed by Manager, Urban Forest Services, through meetings and reports as required.
  • Issues such as removal of large trees, bylaw infractions, staffing matters, budgetary items, or major expenditures are referred to Manager with recommendations.

WORKING CONDITIONSPhysical Effort:

  • Lift and move heavy equipment and materials. (rare)

Mental Effort:

  • Short periods of intense concentration while preparing reports and estimating projects. (often)
  • Deal with conflicts and negative people (occasional)

Visual/Auditory Effort:

  • Focus on a variety of source data and VDT for short periods. (occasional)

Work Environment:

  • Office.

  • Work in an environment where protective measures must be taken to avoid exposure to noise, dust, and fumes. (rare)

KEY SKILLS AND ABILITIES

  • Organize and prioritize the work of the section.
  • Effectively lead, supervise, direct and motivate staff.
  • Support and enable the safety, performance, and professional development of team members.
  • Understand and apply the principles and techniques of urban forest management.
  • Knowledge of Tree Protection Bylaw, City bylaws and policies which protect tree and landscape assets, and Provincial and Federal Legislation related to tree work.
  • Operation of Microsoft Office Suite applications, GIS, database and related specialty software.
  • Read and interpret reports, engineering drawings, blueprints, utility information sheets and grade sheets.
  • Establish and maintain effective working relationships.
  • Deal effectively with the public and outside agencies.
  • Maintain accurate records.

QUALIFICATIONSFormal Education, Training and Occupational Certification:

  • High school graduation.
  • Technical School Diploma in a discipline related to Urban Forestry, Arboriculture or Horticulture or related field (2 years) or related Trades Certification (4 years).
  • Maintain International Society of Arboriculture (ISA) Arborist Certification.
  • Tree Risk Assessment Qualification (TRAQ) (24 hours).
  • Accredited courses in management and leadership studies or related certification. (1 year)
  • Current and valid Class 5 BC Driver’s Licence.

Experience:

  • 4 years of supervisor experience in the related field as specified

or an equivalent combination of education and experience.OTHER:

  • May be requested to substitute in a more senior position.
