We are currently hiring a Senior Policy and Planning Advisor.What You Will DoYou will be responsible for providing analysis and recommendations to the Manager, Government Relations and Policy, and leading complex projects and priority initiatives within their assigned area. As the Senior Policy and Planning Advisor you will support the CEO’s office to drive key CEO and Board priorities in the areas of effective intergovernmental relationships, providing advice and recommendations to senior management and in developing and implementing corporate wide plans and strategies.You will lead the development and management of assigned projects related to intergovernmental relations and TTC- City agency relationship, in order to advance the strategic priorities of the TTC as outlined in the TTC’s Corporate Plan. Additionally, you will be facilitating the implementation of the TTC’s Corporate Plan and the priorities of the Chief Executive Officer through the annual business planning process and management of internal corporate governance structures and processes.Your responsibilities will include reviewing, investigating, and analyzing legislation affecting TTC operations, and outlining the impacts to corporate priorities and objectives while assessing impacts of government policy and legislative proposals, from all orders of government and provides strategic advice to align with TTC objectives.You will facilitate and enable collaborative relationships across multiple departments, external agency and government partners, and transit industry partners to advance TTC goals and objectives. This includes the delivery of complex projects and initiatives with multidisciplinary staff teams, while participating in the coordination and management of effective governance and decision-making structures (i.e. steering committees, program committees, etc.) and processes involving senior staff from across the organization.Your role will require you to provide recommendations to the manager on the strategic and effective relations with other governments, public agencies and partners as required, including representing the TTC at key stakeholder meetings. In addition, you will be leading the preparation of competitive procurement documents (RFQ, RFP), and the management of external consultants on corporate projects and initiatives.You will manage and maintain a thorough and continuous awareness of priority initiatives in the TTC’s administration, external organizations and other orders of government to inform policy, program/project management and reports.As a Senior Policy and Planning Advisor, you will lead intergovernmental funding applications to secure partner funding on priority programs across the TTC and provide strategic direction and analysis on organizational approaches to securing funding including the facilitation and negotiation of agreements while managing the development of intergovernmental funding agreements, and correspondence between government partners on policy matters, and priority projects and funding programs.As a subject matter expert in this role, you will be required to prepare briefings, presentations and speaking material for the Executive Director, Corporate Initiatives and Chief Executive Officer.The incumbent will also Participation in the TTC’s Customer Service Ambassador Program.What Qualifications Do You Bring?

  • A Post- Secondary Degree in a related discipline (i.e., Public Policy, Public Administration, Transportation Planning, Business Administration) or a combination of education, training, and experience deemed to be equivalent.
  • Certification as a Project Management Professional (PMP) is an asset
  • Significant experience in an advisory role within a large public sector organization and extensive project management experience with a demonstrated ability to work effectively with senior management and the Executive on large complex projects.
  • Demonstrated experience leading, motivating and influencing cross-functional teams.
  • Extensive experience in stakeholder management, with ability to influence and negotiate outcomes effectively with a broad set of stakeholders.
  • Exceptional problem-solving abilities; proven ability to generate creative solutions to complex operational and policy problems.
  • Experience writing reports, briefings and policy papers for senior management that include strategic advice and recommendations.
  • Experience briefing senior management on a variety of topics with strong judgement for appropriate level of detail required.
  • Significant experience managing projects/initiatives or strategic and operational reviews within a large scale public sector organization.
  • Excellent strategic, analytical, and conceptual thinking skills.
  • Strong initiative with ability to work independently and lead projects and initiatives.
  • Proficiency in a variety of software packages including Microsoft Word, Power Point, Excel, Access, Project and Outlook.
  • Sound judgement and ability to handle matters of a sensitive nature.
  • Demonstrates political acuity and ability to work with a broad set of stakeholders with different interests.
  • Considerable experience working with other orders of governments and familiarity with intergovernmental funding programs.
  • Strong understanding of governance and government decision making processes.
