Job DescriptionReporting to the Manager and/or Project Manager in the Planning Research and Analytics unit, the Senior Planner Spatial Analysis leads and contributes to the development of Planning related geospatial systems and solutions, applications development and web content, integrating municipal business activity and geospatial solutions. The Senior Planner Spatial Analysis contributes to planning studies, policy analysis and research.Major Responsibilities:

  • Conducts and participates in urban and regional planning studies, policy analysis and research, including the coordination of staff and consultant teams.
  • Conducts urban and regional planning research involving quantitative analysis, descriptive statistics, demographic analysis, geospatial analysis and field survey methods of land and structure use, demographic and socioeconomic conditions.
  • Designs, develops and implements, land use planning and geospatial information system technologies, applications and spatially enabled business system solutions to enhance urban and regional research, analysis and operational support.
  • Provides input into the design and implementation of integrated tabular and geospatial Planning information business systems and their integration with corporate business systems and repositories including geographic identifiers, business-related identifiers, data maintenance workflows and business intelligence tools.
  • Provides day-to-day support of geospatial information management and intelligence initiatives including analysis of business requirements, technology integration and the development, implementation, sustainment, documentation, installation and support of applications, projects and solutions.
  • Identifies problems or issues with Planning data collection and maintenance activities, methods or procedures, and makes recommendations for their resolution.
  • Transfers knowledge of Planning-related geospatial information, analysis, technology and solutions through training, presentations and written documentation to groups with varying levels of technical expertise.
  • Maintains an up-to-date understanding of City information and technology platforms including geospatial, business intelligence and visualization technologies to enhance business and geospatial information management and the implementation of spatially enabled business solutions within the Division.
  • Leads or participates in geospatial information management, analysis, intelligence and technology project teams as requested and provides advice to team members.
  • Represents the Division and provides professional advice and support in regards to corporate initiatives, planning and policy studies and in the review of development applications to Council, Community Councils, Standing Committees and at meetings with community groups, stakeholders, vendors, elected officials and other divisions and city organizations.
  • Liaises and coordinates with internal and external groups to achieve project objectives. Prepares and presents status reports on projects and deliverables.
  • Provides work direction on research, analysis, surveys, and other assignments to other staff.

Key Qualifications:Your application must describe your qualifications as they relate to: * University degree in Urban and Regional Planning, Geographic Information Systems, Spatial Analysis, Computer Science, Geography or an equivalent combination of education and experience.

  • Extensive experience analyzing urban change, including the collection, analysis, interpretation and presentation of planning information such as land use, demographics, and urban economic analysis, utilizing quantitative analysis, descriptive statistics, geospatial analysis and field survey methods.
  • Extensive experience with ESRI ArcGIS and Oracle technologies including analytical programming, workflows and programming batch workflows to analyze and manage municipal geospatial information in the design, development, implementation and support of successful geospatial solutions.
  • Considerable experience with Web-based spatially enabled application design and development including ESRI technologies and REST and SOAP services for the implementation of map-enabled Web solutions to Intranet and Internet.
  • Considerable programming experience with two or more of the following languages/tools: SQL and Oracle PL/SQL, PowerBuilder, JavaScript, Jupyter, Python.

You must also have:

  • Experience with creating interactive online dashboards utilizing Tableau business intelligence software and platforms.
  • Familiarity with the CSDC or Granicus AMANDA platform, the City’s IBMS or equivalent workflow tracking systems.
  • Familiarity with ArcGIS Online and related ESRI products.
  • Familiarity with VertiGIS Studio and related VertiGIS products.
  • Superior proficiency in research methodologies and their connection to long-range Planning and policy formulation while maintaining current knowledge of municipal Planning policy and research activities, information management techniques and analytical methodologies.
  • Well-developed analytical skills and attention to detail, standards and documentation, demonstrated through development of applications and business solutions.
  • Excellent problem-solving, facilitation, interpersonal and communication skills, both written and verbal, particularly in dealing with a complex organizational and technical environment.
  • Strong interpersonal skills and the ability to effectively maintain cooperative working relationships.
  • Ability to work effectively as a member of a team, collaboratively with others in a multidisciplinary team environment and to work independently as required.
  • Excellent project management skills including the preparation of detailed business cases, project plans, status reports, request for proposal and purchase documentation, and demonstrated ability in coordinating projects with tight deadlines and conflicting priorities.
  • Knowledge of current and emerging geospatial technologies and skills to evaluate, recommend and introduce new technologies into a complex organizational and technical environment.
  • Proficient in using the MS Office Suite and MS Project.
