Job Description: REPORTS TO: Director of Planning
LOCATION: Initial placement – Paris Customer Service Office/HybridMinimum Qualifications:
- Post-secondary degree in Planning or a related discipline or equivalent combination of education and experience.
- RPP and membership of OPPI/ CIP preferred
- Demonstrated excellent written and verbal communication skills, interpersonal and teamwork skills and a high degree of initiative
- Proven computer skills using Microsoft Office (Outlook, Word, Powerpoint Excel and Access), and Cityview
- Proven analytical and problem solving skills that are solution oriented
- Ability to travel, work a flexible schedule, and meet deadlines
- Demonstrated safe work practices
- Valid driver’s licence and the ability to travel for site visits and between County offices and facilities as required
- Senior Planner
- Minimum of 5 years of progressively responsible, relevant municipal planning experience
- Experience and/or ability to represent the County as an expert witness at OLT hearings
- Experience interpreting and applying applicable legislation, standards, and guidelines etc.
- Ability to lead the procurement of consultants, management of consultant’s work and staff, and financial accountability for project budget for consultant assignment.
- Ability to work with little direction or supervision
- Proven analytical and problem solving skills that are solution oriented
- Ability to organize work and resources in a fast paced team environment
- Planner
- Minimum of 2 years related experience in land use planning, preferably in a municipal planning setting. A Planner with more experience may be considered for the Planner role with the opportunity to move to the Senior Planner position.
- A strong understanding of the provincial planning regime and associated policies.
- Excellent report writing, communication, presentation, and conflict resolution skills.
- Organizational skills, attention to detail and ability to meet deadlines.
- Superior interpersonal skills including the ability to work effectively in a team environment.
- Demonstrated ability to exercise significant discretion and sensitivity.
- Demonstrated project management, dispute resolution, and analytical and problem solving skills.
- Familiarity with Ontario Land Tribunal (OLT) processes and procedures, including attending hearings, preparing witness statements, and dealing with settlement negotiations.
Duties:
- Planner and Senior Planner
- Reviewing, processing, providing recommendations on development applications including Official Plan and Zoning By-Law Amendments, Draft Plans of Subdivision/Condominium, Part Lot control and presenting planning reports to Council and Committees of Council.
- Attend Council and other meetings, as required, to represent the Development Services Department on planning interests of the County.
- Represent the Development Services Department regarding referrals to the OLT as required.
- Senior Planner
- To mentor and assist co-workers in the Planning Division including Planners and administration staff
- Provide technical advice and interpretation of planning documents in relation to development applications.
- Provide technical interpretation, advice, and recommendation for all planning applications including consent, minor variances, zoning amendments, official plan applications, site plan control and plans of subdivision and area studies (secondary plans).
- Prepare and present planning reports to the Planning Advisory Committee and Council, including attendance at meetings.
- To provide technical advice and information on review, development and implementation of new guidelines, policies, regulations and standards which affect the Provincial and County planning program.
- Attend neighourhood meetings for development application and area studies.
- Prepare development agreements
- To prepare and monitor budget, expenses when requested.
Senior Planner Current Annual Salary Range – $86,031 to $100,646 (Job Grade 8) 35 Hours per week
