Job Description: We are looking for a Senior IT Program Manager for a 6-month contract position with possible extensions in Alberta. Must be legally entitled to work in Canada.Standard Hours of work are 08:15 – 16:30 (MST). This is a remote role, however, occasional travel to site will be required.Role Description
The Senior IT Program Manager will be responsible for all information and technology (IT) initiatives that are delivered across a program area. Responsibilities include the development of program management strategy/plans, budget/forecast, managing deadlines and dependencies across initiatives, resourcing, and coordination of project team activities within the program. Management of a portfolio of projects that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries enterprise architecture.
- Compile program/ project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable program/project, to ensure business objectives and data integrity are achieved.
- Create and maintain program forecasts throughout the year that reflect approved plans.
- Assist business and program sponsors with the development of program vision and strategic deliverables as required.
- Provide leadership to project teams in establishing strategic planning, program/project definition and overall program communications.
- Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
- Produce and package deliverables for presentation to various internal support teams, steering committee, and other program/project stakeholders.
- Collaborate with business and IT leadership to develop a well-defined program/project plan that clearly states the program/ project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
- Deliver to program/project sponsors a project management office execution plan for a program/project including organization structure with clearly defined roles and responsibilities for all stakeholders.
- Document and report program/project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
- Develop program/project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of program/project tasks.
- Conduct assessments and document benefits realization plans against stated business case stated outcomes and identify opportunities for improvement for future similar program/projects.
- Provide leadership and assistance to business and project teams that require change management and communication support.
- Deliver against standards defined by the project management office and in the absence of standards develop the project management office standards.
Required Skills and Experience
- The proposed resource must meet or exceed one of the following:
- University graduation in business, management or related discipline, and four years of Project Management (PM) experience; OR
- Two-year diploma in business, management or related discipline and six years of PM experience; OR
- One year certificate in business, management or related discipline and seven years of PM experience; OR
- Eight years of PM experience
- 8 years – Experience developing and maintaining positive stakeholder relationships across the organization, including executive level.
- 8 years – Experience developing program documents including risk logs, and status reporting.
- 5 years – Experience in Agile project methodology.
- 8 years – Experience in a project or program management role.
- 8 years – Experience managing multiple resources and/or delivery teams (including recruitment and removing resources as required).
- 3 years – Experience working as a Senior Program Manager on a large complex IT modernization program (where the software is developed in house for that specific organization).
- 8 years – Senior leadership experience defining program goals in collaboration with business stakeholders.
- 8 years – Senior leadership experience managing a portfolio of concurrent projects or initiatives staffed with a team of at least 10 people.
- 8 years – Senior leadership experience within a complex, business and technical IT environment.
Nice to Have
- 6 years – Experience in business or technical analysis, or a related area.
- 6 years – Experience leading software implementations.
- 6 years – Experience managing Service Design Development and Agile delivery project.
- 6 years – Experience with ServiceNow platform.
- 3 years – Experience working in or for the public sector.
- 6 years – Senior leadership experience defining project scope, goals and deliverables such as roadmaps, governance, briefing notes, and business cases that support project goals in collaboration with business stakeholders.
- 5 years – Experience leading project governance, change management and communication activities.
