The Regional Operations and Maintenance Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.As a member of the Real Property Planning and Management (RPPM), the primary responsibility of the Regional Operations & Maintenance Manager is to support the goals of NRC and the Portfolio through the delivery of services associated with managing research building operations in a world class research technology organization. Working in a team environment with professionals, trades and administrative personnel and third-party contractors, the ROMM is responsible for the oversight of building operations at a number of NRC sites in a given geographic area and overall
responsibility for building operations at the ROMM’s host site. The ROMM interacts directly with research portfolio staff and management, in meeting their immediate and future requirements in the delivery of building services and research facilities in an efficient, cost-effective manner.The ROMM will also be responsible for contributing to the development of national programs, strategic planning related to Operations and Maintenance and Greening Government initiatives. This position reports to the RPPM Director of Operations and Maintenance. The ROMM will have direct reports from regional sites within a given

  • Significant* experience in managing complex research buildings and building systems while ensuring building, facility and site operations comply with applicable federal, provincial and/or local regulatory requirements, including building and construction codes, environment related acts.
  • Significant* experience in developing specifications and requests for proposal for infrastructure and complex research equipment installations and construction projects.
  • Experience in managing multiple complex multi-disciplinary construction projects simultaneously.
  • Significant* experience in developing specifications and tendering building service contracts.
  • Significant* experience in budgeting and financial management.
  • Significant* experience in engaging and managing multiple external service providers.
  • Experience in using electronic building management software and project management principles.
  • Significant* experience managing a team of multidisciplinary technical staff, providing guidance and evaluating performance.

ASSET

  • Experience in energy management and building renewal practices.
  • Significant is defined as two (2) to six (6) years of experience.

  • Solid ability to assess and determine best practices in the delivery of services to the client and assess the capabilities and competencies of contractor for operations and maintenance to maximize efficiencies and minimize operational costs.
  • Solid ability to assess conditions where complex building equipment/systems fail to determine the source of the problem, the immediate safety concerns, the short medium and potential long-term impacts on research operations, the appropriate corrective measures required.
  • Solid ability to assess the suitability and effectiveness of building services or project scope to safely deliver service in a timely, cost-efficient manner while minimizing disruption to the client.
  • Solid ability to recognize when project or service delivery become problematic and initiate corrective action.
  • Solid knowledge of estimating, budgeting and scheduling practices for Operations and Maintenance.
  • Solid knowledge of building codes and applicable safety standards and practices.
  • Solid knowledge of preventive maintenance programs.
  • Solid knowledge of predictive maintenance techniques.
  • Solid knowledge of data analytics tools to analyze performance data.
  • Solid knowledge of both theoretical and practical aspects of construction project management, including techniques and tools.

Competency Profile(s)For this position, the NRC will evaluate candidates using the following competency profiles: ;CompensationThe intent of this hiring action is to staff this position at the RCO-3 level, which is a mid-career level position with a salary range of $119,688 to $139,608.NOTE: Please note that the full has five levels. Salary determination will be based on a review of the candidate’s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level.
