Responsibilities also include leading the procurement and contract administration section for Transit. This role will ensure that continuous improvement and change initiatives meet business objectives within deliverable targets and budgetary requirements. Provides leadership, support, and guidance related to the procurement and contract administration functions for transit including specification development, warranty tracking, vendor performance monitoring and financial modelling. Consults with transit leadership team to predict ongoing and future requirements to support transit activities. Supervises, supports, and assigns work. Provides direction and guidance to Contract Administrator, Transit and specialized direction and guidance while leading continuous improvement and change management initiatives.Innovation

  • Provides leadership on continuous improvement programs and change management activities to support various transit activities such as transit business plan, ridership growth, public service, and safety, amongst others.
  • Develops business case justification using research and new technologies to support business operations and continuous improvement initiatives.
  • Creates structured business flows and leads change management activities.
  • Executes needs and gaps analysis using risk-based thinking.
  • Monitors change initiatives and provides assessment and success metrics that will monitor the overall progress.
  • Works with others to ensure collaboration and compliance. Leads change management initiatives within division.

Administration

  • Contracts & Procurement: Responsible to lead and coordinate procurement and contract administration activities for Transit.
  • Contract administration includes providing strategic advice to other departments, writing specifications and reports, developing processes for tracking and monitoring vendor performance and warranty procedures, analyzing commodity usage history, estimating future requirements, and monitoring and authenticating financial impacts.

Leadership and Staff Development

  • Develops and co-ordinates goals and objectives, work plans, timelines and implementation activities to ensure successful execution of plans and initiatives.
  • Provides strategic advice and analysis to the transit leadership team.
  • Prepares reports and documentation ensuring that processes and forecasted financial modelling meet the business objectives.
  • Develops a framework for the ongoing administration for various programs and supporting implementation plans.
  • Provides strategic advice to Transit staff and coordinates with other key stakeholders corporately regarding the planning, design and construction of transit infrastructure, stations, facilities and vehicles.
  • Guides, advises and coaches individuals and committees/groups.

Customer Service

  • Liaise and interacts with internal and external stakeholders, government agencies, consultants and vendors to establish standards and criteria for all current and future initiatives.
  • Provides support and guidance to project teams for change management and contract administration activities.
  • Handles and responds to escalated complex issues through effective investigation, mediation and conflict resolution.
  • Works closely with corporate Purchasing, Legal, and Risk/Insurance to ensure compliance and standards are achieved.
  • Maintains a high level of confidentiality of sensitive information from internal sources relating to the City and its councillors, directors, officers, employees as well as proprietary information submitted by vendors and manufacturers.

Communication and Reporting

  • Presents and conveys project concepts and recommendations to stakeholders for effective decision making.
  • Assists in creating Standard Operating Procedures, Standard Codes of Practice, Operational Guidelines, and various business processes and procedures relative to continuous improvement, change management, and contract administration.
  • Participates in the preparation of the annual budget and tracks expenditures to ensure costs are contained and within limits.
  • Provides updates and ensures Transit staff are trained on business process requirements and contract administration program.
  • Identifies issues and problems, assesses current state and recommends innovative business solutions.

Teamwork and Co-operation

  • Supervises, coaches and provides guidance toward the successful accomplishment of departmental objectives.
  • Identifies and supports training and development needs and opportunities of team members.
  • Works effectively within diverse groups to achieve common goals and objectives targeting operational effectiveness and corporate service standards.

  • Participates as a member of cross-functional project team.
  • Collaborates with technical teams and sourced information, including consultants and external professional groups.

SELECTION CRITERIA:EDUCATION:

  • Post-secondary degree or diploma in Business Management, Business Administration, or related equivalent.

REQUIRED EXPERIENCE:

  • 3-5 years related experience within a municipal transit operation or equivalent.
  • Demonstrated continuous improvement, change management, and business process improvement experience.

OTHER SKILLS AND ASSETS:

  • Project Management methodology and demonstrated expertise, particularly in continuous improvement, business process modelling, and information management systems.
  • Proficiency in computer systems, including database management, reporting tools and spreadsheet modeling.
  • PeopleSoft Financials experience preferred.
  • Ability to write technical and business requirements and develop detailed project plans.
  • Highly developed interpersonal skills; ability to work independently and as part of larger teams.
  • Supervisory and/or asset management experience are considered assets.
  • Certification in Lean Six Sigma or equivalent considered an asset.
