This is a special measure employment equity initiative and candidates from this group who wish to qualify for preferential consideration must self-identify.Job DescriptionAssists the Manager, Pension Regulations in ensuring that the regulatory governance aspects of the Canada Post Pension Plan are complied with and integrated with the fiduciary responsibility of Canada Post. The Officer, Pension Regulations is specifically accountable for participating in the planning and in supporting the operations of the Pension Advisory Council (PAC), the Communications and Consulting Group (CCG), the Investment Advisory Committee (IAC) and the Board of Directors committees involved in pension related matters, in an environment that is time sensitive and highly regulated. Helps to ensure the various governance rules are followed in accordance with all Terms and Reference and Protocols. Researches issues related to regulatory governance, and participates in the development and implementation of policies and procedures related to pension governance and regulations in order to facilitate committee decision-making, ensure compliance with relevant governance policies and improve the overall effectiveness of the various committee and council operations. Supports the planning of the PAC and CCG elections processes.Job ResponsibilitiesBelow are the main job requirements and responsibilities for the Officer, Pension Regulations.

  • Participates in the planning and in the development of materials used to support the VP, Pension Fund and Chief Investment Officer at meetings of the PAC, the CCG, the IAC, and the Board of Directors committees, when involved in pension related matters.
  • Writes committee resolutions of a regular nature, reviews, edits and assists in writing overviews, executive summaries, briefing notes and memoranda for review and approval by Board of Directors committees and specific committee and advisory council. Takes notes as Recording Secretary and, as required, drafts minutes at assigned specific advisory committees and council meetings.
  • Conducts research, gathers and presents information pertaining to governance of the Pension Plan and to regulatory matters for the Managers and Director, Pension Services, and the chairs of the specific advisory committees and councils, or the Corporate Secretariat.
  • Co-ordinates the administrative activities and processes of the PAC and the CCG, including preparing the agenda, arranging meeting logistics, ensuring quorum, tracking decision milestones, and taking notes in accordance with the committees’ Terms of Reference and Protocols. Processes all communications related to PAC and CCG members.
  • Ensures the effective operations of the various committees and councils, including coordinating the mailings of agenda items, assisting in the posting of material for Board of Directors committees, maintaining timelines and schedules and ensuring that items are reviewed and approved accordingly in a time sensitive environment.

Job Responsibilities (continued)

  • Participates in the development and implementation of administrative procedures, and committee processes to facilitate committee decision-making in an environment that is time sensitive and dealing with highly confidential information, ensures compliance with relevant pension governance and regulations and improves the overall effectiveness of the various committee and council operations.
  • Reviews and updates all Pension Advisory Council Election Timelines and processes and assists the Manager in implementing steps to coordinate elections working closely with the supplier of electronic voting services. Participates in the preparation of the nomination and voting kits, and set-up of the electronic voting online and telephone voting options with the service provider, and in the processing of the votes.
  • Maintains a system of records with respect to the meetings’ material and minutes of the PAC, the CCG and the IAC and ensures records are accurateand confidentially secured..
  • Reviews PAC and CCG members travel expense claims and makes necessary adjustments to ensure eligible costs are charged to the fund.
  • Undertakes special assignments and projects, and provides support to the Pension Services group as required.

QualificationsEducation

  • Completed post-secondary, preferably in a related field OR a combination of equivalent professional experience and training

Experience

  • 2-5 years of relevant functional experience
