Job Description: Manager of Recreation Programs and Services
Town of Tillsonburg is looking for a Manager of Recreation Programs and Services to provide leadership and direction to develop, supervise, evaluate and oversee all recreation programming and the associated business services for the Department.This is a permanent full-time position with an excellent benefits package including immediate group benefits coverage, OMERS defined pension plan and free Employee Health Club Membership at the Tillsonburg Community Centre.Department: Recreation, Culture and Parks

- Responsible for the short and long-term planning, management, coordination, administration, operation and the delivery of all youth, fitness, Health Club and aquatics, programs and services with ongoing evaluation of the programs and services performance
- Actively builds community partnerships to enhance the number and variety of recreation programs and community engagement events
- Coordinate quarterly marketing program in conjunction with the Marketing staff team for all recreation services and facilities for the Town of Tillsonburg
- Researches, evaluates, and develops programs, recommends program expansion opportunities, and changes to programs, services and events to support goals and objectives of the recreation department
- Identifies, assesses, and manages risk with regards to program development, events, new initiatives and partnerships
- Develops and maintains professional networks, including counterparts in other municipalities and within the field, to remain current on existing and emerging trends in the industry
- Establish and monitor priorities and work plans in accordance with corporate and departmental objectives. Liaise with various provincial and regional agencies pertaining to legislative requirements, grant opportunities and resources.
- Manage the process for booking facility rentals for halls and meeting rooms, arenas, indoor pool, Lake Lisgar Waterpark, pavilion, and ball diamonds and collaborate with community groups and members of the public regarding their use of Town-owned facilities
- Responsible for, in collaboration with the Manager of Parks & Facilities, overall safety of patrons / participants using Community Centre, Waterpark and Sports Fields,
- Responsible for job specific Health & Safety training for all recreation staff
- Responsible for managing the Emergency Evacuation Centre at the Tillsonburg Community Centre when activated by the Emergency Control Group
- Account Manager for recreation management software.
- Attend meetings of committees, council, community based organizations and other related events on a regular basis as part of work responsibilities.
- Staff liaison for Recreation and Sports Advisory Committee
- Ensures Recreation Programs and Services operate in full compliance with health and safety, accessibility, employment standards, and other relevant regulations and legislation
- Oversee Corporate CPR and First Aid Training in collaboration with the Human Resources Department.
- Report on recreation statistics using reports from recreation management software.
- Evaluate and make recommendations on the policies, procedures, adequacy and efficiency of the recreation services and facilities.
- Maintain adequate operating records for the efficient operation of the areas under jurisdiction.
- Submit quarterly reports to Director for activities under jurisdiction.
- Maintain up-to-date records, files and statistics and demographics on a monthly, quarterly and annual basis.
- Monitor inventory for the control of program equipment and supplies.
- Co-ordination of facility requirements and maintenance in collaboration with the Manager of Parks & Facilities.
- Scheduling and payroll approvals for all staff within jurisdiction.
- Establishes work plans with supervisors to meet the budget objectives or service levels approved by Council.
- Supervise Recreation (youth, fitness, health club) and aquatic employees. Provide oversight and leadership to full-time and part-time employees, including recruitment, onboarding, training, development, performance management and succession planning
- Support staff by communicating job expectations, planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees, developing, coordinating, and enforcing policies and procedures. Provide staff direction, assist with resolution of contentious issues, motivate and support staff and hold regular team meetings for the purpose of communicating work plans, policies and procedures
- Maintain accurate employee records and allocation of time. Ensure staff complement meets established service levels and analyze future service and staffing requirements.
- Shall ensure annual performance reviews of the various personnel under supervision are completed on employee’s anniversary date
- Establish staff training programs for all full time and part time employees under jurisdiction.
- Review of fee structure for admission rates, rental rates and program fees making recommendations to Director to be included in the fees bylaw.
- To assist in preparation of an annual Business Plan and Capital budget for all phases of the departmental operations within jurisdiction, and to operate within the budget as accepted by the Municipal Authority.
- Prepare and monitor annual and multi-year operating budgets for the recreation programs and services department. Responsible for the planning, budgeting, and forecasting of expenditures within the Recreation Programs and Services department
- Promoting and developing in conjunction with co-coordinators the increase of revenue through the increase of services and programs. Conduct regular reviews of the department’s performance relative to customer satisfaction, complaint resolution, potential partnerships, budget performance, department performance metrics and long term planning
- Develop and implement sponsorship program to meet goal of providing free and accessible recreation experiences for residents
- Complete grant applications for provincial and federal programs, including employment grants, and produce all required compliance reports
- To be responsible for all purchases in accordance with policy, regarding the operations under jurisdiction within the limits of the approved budget.
- Will be working in a variety of environments such as Office, Pool, Arena and outdoor locations.
- Adheres to all policies and procedures for the Town.
- Keep abreast of current trends and new developments with regard to areas under jurisdiction by attending conferences, seminars, and workshops on the approval of Director.
- Aware of safe work practices relating to job responsibilities and have understanding of the Occupational Health & Safety Act as it relates to the work environment.
- Develop, maintain and ensure compliance with legislation, policies, procedures and guidelines to support operations, including hazardous materials, customer service, facility allocation, health and safety, financial management, and program delivery.
- Responsible for ensuring that all required industry certifications are maintained by staff
- Responsible for ensuring confidentiality of records is maintained
- Performs other duties as assigned by Director.
- Principal contact person for Community Centre for high-level inquires /issues
Qualifications
- University degree in Recreation or related field or post-secondary diploma with three (3) years of relevant experience would be considered.
- Minimum 3 years’ experience, preferably in a municipal environment including management experience.
- Three (3) years of supervisory experience.
- Certifications in PRO, ORFA, AMCTO, Lifesaving Society all preferred
- IMS certification preferred
- Experience managing & supervising personnel with the ability to lead & function in a strong team environment
- Knowledge of all legislative/regulatory standards, policies and guidelines relevant to municipal recreation.
- Demonstrated experience as a leader who is visionary, credible & a trusted role model who inspires & challenges others to achieve their full potential.
- A strong understanding of the dynamics and functionalities of volunteer organizations, sport organizations, service clubs and committees
- Experience with Legends Recreation Software an asset
- Exceptional customer service skills.
- Good public relations skills including speaking and facilitating.
- Good report writing skills.
