Infrastructure provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.For more information about Alberta Infrastructure, please visit: .Role ResponsibilitiesReporting to the Senior Manager, Planning and Site Readiness, the Manager, Planning and Grant Oversight will provide support services to the Ministry of Education for project and capital planning, and to school jurisdictions for planning advice and oversight of grant funded projects and Internal Stakeholders. A key component of this position is to provide assistance and guidance to school jurisdictions through the use of sound knowledge of project management principles including procurement, design and construction disciplines.The Manager, Planning and Grant Oversight is fully responsible for effectively delivering the branch’s Central and North grant funded programs and preparatory work for the internal project delivery teams within the management area and must ensure that business goals of the Ministry are achieved.The primary responsibilities for the Manager North Planning include, but are not limited to:

  • Knowledge of government policy directions for determining capital funding program priorities and allocation of government funds to school facilities including extensive knowledge of the School Capital Manual.
  • Responsible to ensure that all site readiness components have been addressed and if not, then appropriate risk factors have been identified and budgeted for.
  • Providing guidance and assistance for excellence in project service delivery
  • Assisting and guiding school jurisdictions in compliance with all applicable legislation (Education Act, Municipal Government Act, Regulations for Disposition of School Properties, Agreement on Internal Trade, Canadian Free Trade Agreement and New West Partnership Trade Agreement)
  • Providing technical expertise and advice to Alberta Education in the review and evaluation of three-year capital plans and long term facility plans submitted by school jurisdictions
  • In depth knowledge of all planning, implementation and reporting activities required of school jurisdictions by Alberta Infrastructure in the provision of school facilities to meet Treasury Board policies and targets.
  • Building and maintaining effective relationships with external stakeholders, primarily school board personnel including superintendents, secretary treasurers and facility directors, but also including consultants, contractors, municipalities stakeholder organizations, including the Alberta Educational Facilities Administrators Association (AEFAA) and Association of School Business Officials of Alberta (ASBOA) and the public.
  • Providing high level monitoring and assessment of project management activities by managing project milestone submission reviews. Ensuring compliance with Ministerial approval in relation to scope, budget, and schedule.
  • Leading team members in maintaining current and accurate data for internal records, audit purposes, and as a basis for executive decision-making by monitoring the project budget and processes (incurred costs, cash flow, forecasts, reporting) from initial planning to construction completion.

Role Responsibilities (continued)

  • Administration and oversight of Grants to school jurisdictions.
  • Oversight of planning support to Education, including value scoping participation school tours of school division’s highest capital priority projects and technical and costing input for the project options.
  • Oversight of grant funded capital project design and construction phases, including the monitoring of scope, budget, cash flow and schedule performance. Ensuring compliance with the provisions of the grant agreement and that the objectives of the Alberta Education approval are achieved.
  • Assistance and oversight of RFP document preparation including representing Infrastructure at RFP evaluations.
  • Assistance and oversight of school board construction tenders including review of specification front end documents as well as coordinating technical reviews at specific design stages.
  • Assistance and oversight of Learning Facilities standards and requirements related to school board construction projects.
  • Oversight of school board grant funding release schedules.
  • Administration and oversight of project close out procedures (i.e. statement of final costs).
  • Provide support to school boards for emergent issues arising outside of the capital planning process.

The successful candidate will have:

  • Management and problem-solving skills required to oversee the daily activities of staff in School Facilities Section
  • Excellent verbal and written communications skills for conveying policy and procedures clearly
  • Teamwork skills to ensure the Region’s team operates effectively during the capital plan review process
  • Computer skills for accessing critical information needed to prepare briefing reports and evaluate capital plan submissions and emergent requests

QualificationsMinimum recruitment standards outline the minimum education and experience required for appointment to a job classification. Refer toRequired:

  • University graduation in Engineering, Architecture, or related discipline
  • Technologist diploma in Architectural, Planning, Design or Construction Management
  • 4 years of progressively responsible experience

Equivalency: Related experience or education may be considered as an equivalency on a one-for-one basisAssets:

  • Experience with administration of grant funded capital programs
  • 4+ years of progressive related experience in construction project management and contract management
