Why is this role important?The Manager, Master and Reference Data (MRD), leads a team responsible for defining and implementing a corporate vision and strategy to enhance master and reference data capabilities for operational, analytical and reporting needs with a focus on key master and reference data domains (e.g. geography, population, organization, and client).
This role is responsible for strategic planning and providing advice and guidance for master and reference data management, in alignment with branch and corporate plans and priorities. The Manager is responsible for leading, managing, and evaluating all activities related to the portfolio and establishing and maintaining strong partnerships with internal and external stakeholders. As part of this role, you will work closely with other business and technical teams to ensure master and reference data is high quality and available in a timely manner to support the full data lifecycle from collection to reporting.What you’ll do1. Leads vision, evolution and management of CIHI’s master and reference data program of work, collaborating with business units and ITS to ensure effective use and management of master and reference data assets including continuous improvement of existing policies and procedures as well as development of new tools, procedures and governance.2. Provides master and reference data management and governance subject matter expertise in relevant strategic corporate and operational initiatives. Participation includes, but is not limited to, promoting corporate adoption by demonstrating practical value, improving products and services, and providing business requirements for master and reference data components of the initiative.3. Leads, motivates and mentors the team; provides clear direction; effectively delegates and monitors performance results; supports others through change; monitors performance; provides opportunities for development; makes decisions that balance the interests of the team, the organization and its stakeholders; and leads by example by living CIHI’s core values.4. Facilitates close collaboration with internal teams to plan and implement enhancements and harmonization of products, services and business processes to meet rapidly growing and evolving client needs. Ensures coordinated planning and execution of deliverables as well as matrix management of staff involved in cross-functional activities.5. Oversees the establishment of roadmaps, the creation and assignment of work plans, definition of tasks and milestones, resource planning, overall project scheduling, monitoring, issue resolution and reporting progress.
6. Develops the budget, operational and strategic plans in collaboration with the ITS Management team, reflecting priority needs of key stakeholders. Monitors progress ensuring projects and quality products are delivered on time and within budget.7. Oversees all projects within the portfolio, including support for master and reference data work within corporate strategic initiatives.8. Provides key information, recommendations, and ongoing progress reports to the Director to ensure effective communication of relevant activities. Makes timely and informed decisions, and considers facts, short- and long-term corporate priorities, constraints and risks; and uses sound judgment to develop plans and recommendations to resolve problems.What you’ll bring to the table

  • A graduate degree in science, business/health administration, health information management, or equivalent experience in a scientific or clinical discipline is required.
  • A minimum of 5 years of relevant work experience in a health information or health-related field, including master and reference data management, standards development, change management and stakeholder support and engagement.
  • Minimum 3 years of people and budget management experience. Experience leading cross-functional teams.
  • Demonstrated knowledge of master and reference data concepts as they pertain to health data governance best practices.
  • Experience managing complex projects with various stakeholder groups.
  • Experience in strategic planning and the translation of strategic directions into concrete actionable plans.
  • Excellent verbal and written communication, interpersonal, presentation and facilitation skills.
  • Excellent skills in internal and external collaboration and consensus building.
  • Team player with strong conceptual thinking, problem solving and decision-making skills. Experience with CIHI databases, business and technology processes associated with CIHI core master data concepts (e.g. organization, geography, population, client linkage data) is an asset.
  • Ability to meet occasional travel requirements.
  • Fluency in English is required, bilingualism in both official languages is an asset.
