The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.Position OverviewThe provincial Clinical Engineering (CE) shared administrative service provides strategic and operational medical device technology leadership and management. Services include: medical equipment technology planning, ranging from major technological introductions and new construction to yearly patient care equipment upgrades (assessment, pre-purchase consultation, technical evaluation, clinical evaluation coordination); life-cycle management of medical equipment (incoming inspection; repair; modification; upgrading), including business case analysis of competing service support delivery options; Performance Assurance management of critical medical equipment (Performance Verification, Preventive Maintenance and Safety Testing); risk management (medical device statutes and regulations; electrical safety; incident investigation; Recall and Safety alert review, distribution, tracking and follow-up, and audit); medical equipment and general medical device technology education; comprehensive technical consultation regarding medical device usage; increasing value returned to the Centre through medical device technology initiatives; balancing differing clinical requirements related to medical device technology to achieve mutually beneficial outcomes; providing senior management and clinical Programs with analysis and recommendations related to complex current and emerging technology.The Manager has service level accountability to the provincial SDOs, sites, and clinical services. They work closely with SDO, site, and clinical service leadership to ensure service levels meet expectations and commitments. The incumbent is responsible to manage the org unit(s) containing the staff supporting the SDO, site, or clinical service, including staff assigned to recoverable services.Asset Management:
Under the general direction of the Provincial Director, Equipment Lifecycle and Planning, the Asset Manager is responsible for planning and executing the development of Clinical Engineering’s Computerized Maintenance Management System (CMMS) along with all associated processes. The CMMS is the most comprehensive inventory of clinical equipment in the province. The Asset Manager manages the overall function of CMMS including the database, associated applications and the business processes that support these. The manager also oversees the day to day operation of CMMS. The Manager takes primary responsibility for CMMS financial and human resource management including budget preparation (operational and capital) and the hiring, discipline, and discharge of CMMS employees. The manager is responsible for managing the scope of CMMS, working with other programs to ensure that all clinical equipment is properly managed. The manager develops policies and procedures that support an accurate and reliable inventory while minimizing its impact on workload throughout the province. The manager also provides decision support services for other programs related to the purchase, distribution and replacement of clinical equipment.Equipment Support Services Managers:
Working collaboratively as part of the Clinical Engineering management team, the Manager leads one or more in-house CE technologist teams, delivering support services for licensed electronic medical devices in one or more provincial sites and/or programs. The manager provides technical expertise and strategic vision and direction related to their area of coverage. The Manager may be supported by Clinical Engineering Supervisors and/or Charge Technologists. Collaborates with the Provincial Manager and other leaders in the Provincial Equipment Support Services team to ensure staffing levels are appropriate to deliver services across their service group and to implement changes to the support model as appropriate.Experience
- Five years’ experience in Biomedical / Clinical Engineering is required.
- Prior leadership experience, particularly in a multi-site or provincial environment, is an asset.
- Prior supervisory experience preferred.
Education (Degree/Diploma/Certificate)All positions:
- A diploma in electronic engineering technology, post-secondary degree in clinical engineering, biomedical engineering, or computer engineering, or equivalent from an accredited educational institution is required.
- A recognized course in Project Management, e.g. PRINCE2, is an asset.
- Training in Lean process improvement frameworks is an asset.
- A combination of education and experience will be considered.
Asset Manager:
- Master’s degree in Biomedical / Clinical Engineering, Business Administration, or Public Administration is required.
SPECIAL TRAINING:
- Successful completion of relevant post-graduate training may be required.
- Formal management training preferred.
- Must have or be able to acquire within a reasonable period of time a thorough knowledge of occupational hazards and safety precautions and regulations applicable to the area of supervision.
Certification/Licensure/Registration
- Must be registered, and maintain registration at all times, with one of the following:
- Engineers Geoscientists Manitoba, or
- Certified Technicians & Technologists Association of Manitoba.
- Active and in good-standing membership in at least one of the following organizations is required within 1 year of incumbency, at the incumbent’s expense:
- the American College of Clinical Engineering (ACCE),
- the Canadian Medical and Biological Engineering Society (CMBES),
- the Association for the Advancement of Medical Instrumentation (AAMI), or
- the Institute of Electrical and Electronic Engineers (IEEE).
- Certification with one of the following is an asset:
- Certified Clinical Engineer (CCE-CA) through the Healthcare Technology Certification Commission and the Canadian Board of Examiners for Clinical Engineering Certification.
- Certified Biomedical Engineering Technologist / Technician (CBET(c)) through the Canadian Board of Examiners for Biomedical Engineering Technologists and Technicians.
- Certified Dialysis Technologist / Technician (CDT) through the Canadian Board of Examiners for Biomedical Engineering Technologists and Technicians.

- Knowledge of budgets and financial reporting systems.
Physical Requirements
- Mental and physical health to meet the demands of the position.
- Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
- Interruptions to respond to questions are common; dedicated and focused time for planning and concentration can be scheduled.
- Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
