Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.POSITION FUNCTIONReporting to the Manager of Fleet and Equipment, support the fleet management programs and corporate fleet initiatives through maintenance reliability planning, data analytics, improvement projects, asset procurement projects, ensuring high level standards and efficiencies.KEY DUTIESDevelops long and short-term maintenance plans, procurement strategies, building and maintaining data, metrics and reporting governance processes; supports ad hoc and other unplanned analysis and needs as determined by management priority and business changes; supports the team in delivering financial analyses, modelling, budgeting, forecasting and accounting services.Assists in the development, implementation, and management of the annual fleet capital replacement plan; uses predictive analytics to monitor life cycle status of over 400 fleet and equipment assets and budget proposals, projections and detailed estimates for projects and related activities; prepares and presents program proposals to City Council and departments for information or approval, including performance analysis and data management related to City assets.Acts as a data Subject Matter Expert (SME) by supporting team members in the use and interpretation of data and understanding of metrics and reporting requirements; provides senior level of process development and planning while ensuring the Annual Maintenance Plan (AMP) is properly communicated to maintenance team members; develops Monthly Maintenance Plans according to AMP to make sure the work plans are developed into weekly and daily schedules; monitors the implementation of monthly maintenance plans, and coordinates changes as required.Administers both the annual program and emergent projects in response to corporate and departmental requirements; conducts asset condition assessments; conducts market reviews and monitor latest emerging technologies and new products entering the market; verifies, allocates and monitors expenditures; approves payment for or acceptance of work; prepares progress reports; maintains manual and computerized records of project costs, condition assessments, capital projects and other project management data. Supports the fleet department in data acquisition and reporting functions including fuel management, fleet management and carbon usage reportingDevelops and maintains work packages for maintenance activities which includes safety and risk assessments, maintenance procedures, permitting submissions etc; archives work packages for future reference in the Asset Management System; works with the Maintenance Teams to determine asset health and risks based on asset down-time trends/failure analysis.Translates asset performance data into staffing estimates for failures and repairs in the AMP.Assists in the development of a predictive model of preventative maintenance across fleet assets; uses Telematics and utilization studies to drive maintenance planning; flags down-time/failure trends for future predictive and preventive activities in the AMP; provides critical information to guide decisions when it comes to planning maintenance activities and determining the impact of changes; develops work plans and advises of staffing capacity, permitting considerations, conflicting priorities within the AMP and inventory lead times etc that can influence decisions.May act as consultant to Supply Management Services on capital project requisitions; Identifies, assesses and recommends in-sourcing and outsourcing of work assignments; assists in development and preparation of requests for proposals and related documents including sole sourcing decisions; assesses and makes recommendations in the selection of suppliers of assets and services, contractors and engineers; ensures project schedules are managed; negotiates and resolve disputes and represent the City in mediation-arbitration as required.Perform related duties where qualified.INDEPENDENCEWork is generated by capital and operational demand or requests for services and is reviewed periodically for accuracy.Major expenditures or issues that deviate significantly from departmental practices and policies are discussed with supervisor.Work is reviewed through regular reports and meetings with manager.WORKING CONDITIONSPhysical Effort:Sit with arms unsupported while keyboarding. (Occasional)KEY SKILLS AND ABILITIESOrganize and prioritize work.Understand and apply the techniques of maintenance reliability planning and data analyticsStrong verbal and written communication skills.Strong understanding of the Microsoft 365 platformWorking level operation of current City of Victoria word processing and specialty software.Advanced level operation of current City of Victoria spreadsheet programs.Strong time management and prioritization of tasksMaintain accurate records.Establish and maintain effective working relationships.Deal effectively with the public and outside agencies.QUALIFICATIONSFormal Education, Training and Occupational Certification:University Undergraduate Degree in Mechanical Engineering or a related discipline. (4 years)Formal Project Management Institute accredited training. (35 hours)Maintenance Management Professional Certification (MMP) (16 months)Certified Maintenance & Reliability Professional (CMRP)Current and valid Class 5 B.C.
