Visit cpkcr.com to learn about the CPKC advantage, our purpose and culture.PURPOSE OF THE POSITION:The Fixed Term Health Services Analyst – Alcohol and Drug Programs is an 18 months temporary position and oversees the day-to-day operations of the Canadian Alcohol and Drug testing program, including training; escalation and advisement to the Manager of Alcohol and Drug Programs; analysis of drug and alcohol testing program with recommendations for process improvements; maintaining internal controls and safeguards for regulatory compliance and drug and alcohol program data; liaise with internal and external stakeholder on Company Alcohol and Drug programs. Additionally, the position supports the Medical Monitoring program for the Legacy KCS employees in the US.POSITION ACCOUNTABILITIES:

  • Assists in carrying out the operations of CPKC’s Drug and Alcohol Policies, Procedures, and Programs under the direction of the Manager of Alcohol and Drug Programs.
  • Understand protocols and testing procedures related to CPKC Alcohol and Drug Policies and Procedures.
  • Escalate issues to the Manager of Alcohol and Drug Programs when necessary.
  • Ensure that the data and results of alcohol and drug tests are uploaded in the alcohol and drug programs system of record.
  • Validate alcohol and drug tests in the system of record to confirm compliance with internal and external stakeholders involved in the alcohol and drug testing program and provide compliance reports to the Manager of Alcohol and Drug Programs.
  • Coordinate and schedule testing events to ensure that drug and alcohol collectors and supervisors are notified accordingly and that all testing events are completed within the required timeframe.
  • Send notification of drug testing results as required to stakeholders.
  • Maintains accurate system of record for Company’s drug and alcohol testing programs in DATS.
  • Audits current processes to drive process improvements, assist in the implementation and documentation for process changes.
  • Provides on-call telephone support as required outside of business hours to field supervisors, senior officers, and collection vendors; monitors incident reports for possible action and assistance addressing violations of CPKC’s Drug and Alcohol Drug Policies, supporting all other compliance scenarios such as contractor compliance, potential prohibition concerns, vendor escalations and schedule alcohol and drug testing.
  • Manage the Medical Monitoring Program for CPKC employees.
  • Liaise with the 3rd party vendors, operations leaders and employees to assist with ensuring that employees are compliant with the fitness to work requirements under CPKC Fitness to Work Medical Policy and Procedure.
  • Provides support to the Health Services department including the Occupational Health Nurses, Corporate Physicians and other Health Services Team Members.
  • Ensure Medical Monitoring program information remains up to data and accurate including assessment
  • letters/forms, third party provider listings, protocols and procedures.
  • Provide timely and responsive customer service to administrative enquiries relating to the Medical Monitoring program from managers, supervisors, CMC, HR, employees and third-party service providers

POSITION REQUIREMENTS:

  • Post-secondary education or 3 to 5 years’ experience in HR, occupational health, or safety programs
  • Proven experience in health services administration or a similar role
  • Strong analytical and problem-solving skills
  • Excellent communication and interpersonal skills
  • Understanding of health and safety regulations and effective approaches
  • Proficiency in Microsoft Office Suite
  • Ability to work independently and in a team environment
