Title of the Job: Engineering Inspector 2 (Re-Post)

Location: British Columbia

Job Description: OverviewThis is technical regulatory field and office work inspecting capital and land development construction projects. Ensuring the work by contractors or City employees on: sanitary, storm, water, roads, dikes, street lighting; and other projects conforms with contracts, plans, specifications, municipal standards, regulations, bylaws and related requirements.Examples of key responsibilities include, but are not limited to:

  • Overseeing, administering and inspecting Utility and Roads Infrastructure Capital projects to ensure that Works are in conformance to the contract documents, approved plans and specifications.
  • Liaising and coordinating with various City staff, consultants, contractors and the general public.
  • Recording and maintaining daily inspection reports and journals complete with photos and field test reports and saving it to City’s document management system.
  • Assisting in the preparation, review and certification of progress draws, bond reductions, change orders, force account and extra work orders on Capital Works and Servicing Agreement administration .
  • Administering damage deposits, performing inspections and ensuring repairs to City property are made prior to refunds.
  • Inspecting the installation of private underground utilities (e.g. BC Hydro, Telus, Shaw, etc.), ditch in-fills/crossings, dike construction/modifications, culvert/bridge installations, geotechnical /environmental investigation drilling and any other project assigned to the department.
  • Taking pre, post, and during construction photos to identify existing damages , documenting projects and identifying/resolving construction issues and deficiencies
  • Monitoring safety and traffic control around construction sites.
  • Operating computerized vibration equipment and geotechnical lab equipment.
  • Performing subdivision inspections to ensure that the Works have been constructed and completed in accordance with the approved plans and specifications.
  • Recording and documenting field changes and review as built drawing information for accuracy.
  • Organizing, attending and running pre-construction meetings.
  • Performing CCTV inspection work in a relief capacity for the Engineering Technician – Inspections.

Knowledge, Skills & Abilities:

  • Knowledge of the methods, practices, materials, tools and equipment used in constructing and installing: sanitary, storm, dike, water, underground lighting, roads, concrete structures, and related services.
  • Knowledge of basic engineering and survey principles and practices and of the methods and techniques used in inspecting and regulating construction and maintenance projects.
  • Knowledge and ability to interpret Standards, Specifications and Test Methods according to MMCD, CSA, ASTM, AASHTO, ACI, etc.
  • Knowledge of asphalt concrete paving materials and methods.
  • Knowledge of construction and worksite safety procedures and precautions.
  • Knowledge in the use of Microsoft Office Suite including Outlook, Word and Excel.
  • Skill in the use of inspection, testing, and survey instruments and tools.
  • Familiar with laboratory field test methods normally employed for civil construction e.g. concrete field test, compaction test, gradation analysis, etc.
  • Ability to enforce compliance to plans and specifications with impartiality, review and determine the quality of materials and workmanship through inspection.
  • Ability to assertively recommend acceptance, rejection, or employ corrective measures where required.
  • Ability to read and interpret plans, specifications, contracts and other engineering reports or documents provided.
  • Ability to establish and maintain effective working relationships with internal and external contacts.
  • Ability to train and mentor others in the work.
  • Ability to use tact and diplomacy in communicating with others.
  • Ability to prepare technical reports and records related to work performed and work with minimal supervision.
  • Ability to use REDMS or a similar records management system.
  • Ability to successfully pass a Police Information Check.

Qualifications and Experience:Completion of a Diploma of Engineering/Engineering Technology in Civil Engineering, plus a minimum of two (2) years experience performing related technical and inspection work, OR an equivalent combination of training and experience. Valid Class 5 Driver’s Licence for the Province of British Columbia and eligibility for Certification by the Applied Science Technologist and Technicians of BC (ASTTCBC) as an Applied Science Technologist (AScT). Certification as a Public Works Inspector (CPWI) through the Public Works Inspectors Society is preferred.Working Conditions:Most work is performed on construction sites, including travel to and from sites. Some work will be performed in an office environment.
