(employee will be working with or have access to children or vulnerable adults and requires a Criminal Record Check)NoJob DescriptionIn accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.Reporting to the Executive Director, Chief Project Officer, the Director, Project Controls is responsible for implementing projects within the strategic plan, specific project management duties, project key performance indicator tracking and management, workflow and business analysis. This role has a specific focus on enterprise schedule development and as well as project portfolio budget tracking and management working with Finance.Working with the Enterprise Project Management Office team, the Director establishes standardized documentation and reporting tools for project schedule management, and plays a critical role in ensuring the quality of deliverables. The Director is responsible for tracking project status across the portfolio of projects and supporting issue management as required.The Director provides leadership to all projects in understanding the requirements and tools to be used in managing project schedules as well as budgets. The Director is also involved in strategic thinking and decision-making with respect to a variety of subject areas, supporting the integration of enterprise project delivery throughout the organization, and in supporting required transformational change initiatives and activities.QUALIFICATIONS:Education, Training And ExperienceA level of education, training and experience equivalent to a Master’s degree in Health Information Sciences, Commerce, Business Administration, or Computer Science and ten (10) years’ recent experience in project management, system analysis, design programming, use of a formal systems delivery methodology, or an equivalent combination of education and experience.Skills And Abilities

  • A proven track record of understanding capital projects management and development
  • Demonstrated effectiveness in project planning and implementation
  • Ability to develop and manage budgets at a project level
  • Ability to build and maintain relationships that promote the cooperative achievement of goals and contributes to an atmosphere of trust and mutual respect
  • High level of communication, negotiation and facilitation skills with a variety of internal and external partners in order to achieve the desired results within critical timeframes
  • Ability to work effectively as part of a team
  • Extensive knowledge of health care standards and contract law
  • Excellent written and oral communication skills coupled with the ability to write or edit high quality business documents such as progress reports, project charters, project plans, risk management plans, communication plans, etc.
  • Demonstrated ability to respond to the needs of partners supported by an acute awareness of the impact of action
  • Strong issue management and resolution skills, including the ability to appropriately prioritize and define processes for complex issues resolution
  • Excellent interpersonal and presentation skills
  • Ability to interact comfortably with executive/senior personnel in the organization
  • Demonstrated ability to establish and manage relationships
  • Detailed knowledge of project management principles and methodologies and intermediate to expert-level implementation skills
  • Demonstrated success as a project manager

Link to Full Job DescriptionAdditional information for applicantsPosition will focus on the planning and delivery of information and medical technologies within new hospitals and/or new care delivery locations including sites undergoing major renovations. The position will focus on the many new sites planned to open prior to 2030 then transitioning to a more direct role in project controls for the Office of the CTO. Outcomes include building repeatable implementation methodologies and templates that can be used in subsequent projects. The role will lead a diverse group of full time, temporary, contracted, and operational subject matter expert resources, who will be integrating technologies across many departments (e.g. network, device, biomed, application support). Project controls will ensure that plans and methodologies are in place to orchestrate the opening of new facilities within planed time lines. The role is expected to adhere to PMBOK principles and methodologies used at Island Health. The leader will be expected to keep up to date with technology changes and the costs to inform future site requirements. The follow skills and experience will be seen as an asset: • Budgeting related to both capital and operating funding principles • Experience with presentations to multiple levels of leadership • Leading Teams • Issue and risk tracking and facilitating mitigations • Diverse technology implementation experience • Project experience within Healthcare • Participation in contract negotiations • Executive briefs
