Such arrangements are subject to change based on operational needs.Victoria Fire DepartmentReporting to the Fire Chief, and forming part of the Fire Executive Team, the Deputy Chief Administration is responsible for directing and managing the Administration, Fire Prevention, Training and Staff Development, and Mechanical Divisions of the Department.As a Deputy Chief, you are responsible for all business and strategic planning, technical activities, recruiting, mentoring and staff development, and budget management of your assigned divisions. You will also assist with fire department budget development, labour relations, goal setting, equipment procurement, and overall operations including compliance with policy, legislation, and standards. In the absence of the Fire Chief, a Deputy Chief may assume their roles and responsibilities.Responsibilities and AccountabilitiesDeputy Chiefs of the Victoria Fire Department have the following duties and responsibilities which may vary based on the Divisions they are responsible for:

  • Strategize, execute, and oversee implementation of short and long-term business planning initiatives, programs, projects, and budgeting.
  • Prepare and control cyclical budget plans, including capital and discretionary spending, for their division(s) of responsibility.
  • Mentor and develop all staff including those who lead and are responsible for the day-to-day management of their sections.
  • Manage and address concerns and complaints appropriate to the seriousness or severity of the situation.
  • Uphold department health and safety policies, working to support the health, safety and wellness of themselves, fellow employees, or the public.
  • Responsible for labour relations, including participation in collective bargaining, hearing grievances, workplace investigations, performance management, human rights issues, policy development, chairing/participating in labour management meetings, and relationship building with union officials.
  • Stay apprised of all applicable fire service activity through participation in fire executive meetings, both internally and externally.
  • Liaise with other municipal Departments and business units, customers, stakeholders, and the public and maintain positive working relationships.
  • Actively participate in or chair various boards, committees and meetings involving various levels of government, private sector organizations, stakeholders, customers, and the communities at large.
  • Represent the Victoria Fire Department at various public and private functions and events, locally, nationally, and occasionally internationally.
  • Promote fire prevention and life safety education through inspections, public appearances, and public information and educational opportunities.
  • Attend at major occurrences, discretionary assumption of command at fire scenes or other emergencies.
  • Act for and represent the Fire Chief during their absence or during activation of the City of Victoria Emergency Plan.
  • Act, as assigned, during a City of Victoria Emergency Operations Centre (EOC) activation or Department Operations Center (DOC) activation.
  • Participate in the Duty Chief on Call rotation as assigned.

The ideal candidate will possess exceptional leadership, communication, judgement, and interpersonal skills and proven experience with change management. They develop credibility and effective working relationships with employees, elected officials, and external stakeholders.Qualification Requirements

  • Diploma or degree from a recognized educational institute in the areas of Public or Business Administration, Fire Science, Leadership, Management, or another related field.
  • 10 years of progressively responsible experience in a unionized fire service.
  • Demonstrated knowledge and experience working with a variety of computer software and systems, including Microsoft Office suite.
  • Current and valid Class 5 driver’s license.
  • Available for rotational after-hours on-call duty with a maximum emergency incident response time of 45 minutes from time of notification to on-scene.
  • Criminal record clearance is required as a condition of employment.
  • An equivalent combination of experience and education may be considered.

Preferred Qualifications

  • Fire Prevention/Investigation experience. (NFPA 1031, 1033)
  • Fire Officer Training. (NFPA 1021)
  • Experience with FDM, Telestaff, Vector Solutions, APX Pre-Plan software
  • Executive Chief Fire Officer professional designation.
