Job Description: Position Description:This regular full-time position is currently available at the offices of the Riverside School Board, 7525 Chemin Chambly, St-Hubert, Quebec, J3Y 0N7.NATURE OF WORKThe job of material resources advisor more specifically involves project management, particularly for construction, conservation and development, including analysis, planning, design, evaluation, development, implementation, control, consulting, development and research functions related to the school board’s movable and immovable assets (buildings, land and facilities), particularly in the areas of planning and programming, energy management, space management, security and emergency measures, and sustainable development.SOME CHARACTERISTIC ATTRIBUTIONSThe material resources advisor analyzes needs, particularly in terms of construction, asset maintenance, conversion, and refurbishment.He or she collaborates in the planning and programming of movable and immovable assets.He or she meets with stakeholders to clearly define the objectives and needs of the projects entrusted to him or her.He or she collaborates in the conceptualization of projects, analyzes problems, carries out the necessary research and finds solutions.He or she submits appropriate recommendations to the relevant authorities.Coordinates the preparation of plans and specifications.He or she identifies risks and constraints and ensures that a contingency plan is drawn up.She or he evaluates projects in terms of cost, schedule, and the human, contractual and material resources required to carry them out.He or she consults with the operations team during the project development phase, based on current norms and institutional and school board standards, and, where applicable, ensures follow-up with this team during the execution phase, as well as the transfer of information and documentation on projects carried out with the operations team.She or he evaluates and analyzes recommendations for all technical components to be specified in plans and specifications, taking into account current norms and institutional and school board standards, where applicable, as well as criteria such as quality, reliability, safety and operating and maintenance costs.Together with the operations team, he or she coordinates logistics prior to project execution.He or she participates in the preparation of administrative specifications and in the tendering process.He or she may be called upon to provide information on the school board’s contractual rules and on the application of laws and regulations in his or her files.He or she assists in analyzing tenders, making recommendations, and participating in the selection of contractors.He or she supervises construction work carried out on buildings, grounds, and facilities, ensuring quality of work, compliance with plans and specifications, health, and safety, as well as compliance with the schedule, budget, maintenance program and regulations in force.He or she represents the school board, when required, in dealings with partner firms, government departments and outside organizations.He or she produces the necessary documents as required.He or she may be called upon to lead or take part in site meetings.He or she coordinates the operations to be carried out by the departments and services involved in the work and, where applicable, the work of the personnel in his or her sector.He/she is responsible for the administrative and financial control of the projects entrusted to him/her.He/she collects data and completes the information required for reporting purposes, as well as for the design and development of procedures, standards, directives, guides, tools or protocols for monitoring, carrying out or inspecting work.He or she ensures that the various standards and regulations in force are applied, particularly in terms of sustainable development.He or she participates in the development of an investment plan, evaluates, and classifies the work required, and makes appropriate recommendations to support decision-making.He or she is responsible for filing, archiving, and updating all documents relating to the real estate portfolio.He or she monitors technological, legislative, and administrative developments.REQUIRED QUALIFICATIONSBachelor’s degree in an appropriate field of specialization, such as architecture or engineering.OTHER REQUIREMENTS :
- Good experience in project management and site supervision;
- Ability to work effectively in a multidisciplinary team;
- Focus on customer service and quality of student environment;
- Knowledge of office automation (Suite Offices – Word, Excel, OneNote, etc.)
- Good command of spoken and written French;
- Knowledge of English an asset;
- Additional training in project management (certificate or master’s degree) would be an asset.
- Good knowledge of the National Building Code is an asset;
- Valid driver’s license and access to a car;
SALARYSalary and working conditions are those described in the Regulation respecting the conditions of employment of professional staff of English-language school boards (CPNCA).
