Title of the Job: Chief of Special Operations – Restricted to EFFU

Location: Edmonton, AB

Job Description: Reporting directly to the Assistant Deputy Chief of Operational Readiness, the Chief of Special Operations oversees the specialty team programs (Hazardous Materials, Technical Rescue and Water Rescue) at the unit level and supervises the HazMat Coordinator, the Technical Rescue Coordinator, and the Water Rescue Coordinator. The Chief of Special Operations is responsible for the administration and development of unit level plans and the execution of initiatives and programs to meet established goals.What will you do?

  • Supervises the HazMat Coordinator, Technical Rescue Coordinator and Water Rescue Coordinator; assesses developmental needs and arranges appropriate training; conducts performance evaluations and manages the rotation of members in and out of Specialty Teams
  • Chairs periodic TRT, HazMat and Watercraft Officer’s meetings
  • Assesses risk, recommends and develops plans to ensure all ranks are properly trained on Platoons
  • Supports the development of reports and Standard Operating Procedures (SOPs) specific to hazardous materials, technical rescue and water rescue/medical response
  • Ensures promotions, transfers, and seniority lists meet collective agreement and policy requirements
  • Handles short-term scheduling and approves non-immediate vacation requests in accordance with procedures
  • Ensures the specialty teams are ready to function within operational directives, regulatory authorities, and industry best practices as directed by management
  • Serves as a liaison and coordinator with civic agencies, external agencies and industry related organization
  • Technical Rescue Specialty – Ensure Technical Rescue Team (TRT) team response to emergency incidents are executed safely, effectively, and in accordance with all applicable legislation
  • Water Rescue Team – Ensure Water Rescue to emergency incidents are executed safely, effectively and in accordance with all applicable legislation
  • HazMat Response Team(s) – Ensures any HazMat Team response to substance release incidents are executed safely, effectively, and in accordance with all applicable legislation
  • Other related responsibilities

Qualifications

  • Completion of Grade 12
  • 15+ years fire rescue operations experience, 3 of which in a supervisory capacity
  • Hazmat 1072 Certification/Equivalent, Technical Rescue 1006 Certification/Equivalent, or Swift Water SRTA/IRTA are an asset
  • Minimum Captain Qualified requirement however if there are insufficient applicants the opportunity may extend to those not meeting this profile and qualification

Skills required for success:

  • Understanding of modern principles, methods and equipment used in incident command, safety and leadership at emergency scenes, fire prevention, emergency disaster planning and managing dangerous good events
  • Thorough knowledge of, or the ability to source, information on the proper handling, treatment, use and disposal of the types of chemical, biological, radiological, and nuclear dangerous goods generally encountered in Edmonton and the surrounding region, and their potential effects on the environment and population
  • Provide support to the coordinators to enable them to build, coach, mentor and train the Hazmat, Technical Rescue and Water Rescue teams to effectively respond to incidents
  • Supervisory and leadership skills
  • Policies and procedures related to deploying specialized teams and equipment
  • Effective organizational skills
  • Able to handle and complete multiple projects

Conditions of Employment:

  • Successful candidates will be fit for a respirator, and compliance with the City of Edmonton’s Code of Practice for Respiratory Protective Equipment, including medical monitoring, is a requirement of this position
  • Compliance with the City of Edmonton’s safety standards for Personal Protective Equipment (PPE) is a requirement for this position
  • Hire is dependent on Police Information Check with Vulnerable Sector Check satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
  • Valid Alberta Class 5 driver’s licence (or provincial equivalent).Obtaining and maintaining a City Driver’s permit is a requirement of this position
