Job Description: OverviewReporting to the Supervisor, Property Use within the Community Bylaws department, the Bylaw Liaison Officer 2 will be responsible for supporting the day-to-day operations of homelessness outreach supplemented by other general Property Use duties. This role will interact, assist and support vulnerable persons experiencing homelessness and those who are at risk of homelessness, by providing services that support a cross departmental and agency efforts to address homelessness, while also applying and enforcing applicable bylaws and regulations. The successful candidates will work with clients to access appropriate community supports.Examples of key responsibilities include, but are not limited to:

  • Weekly outreach with RCMP Vulnerable Person Unit (VPU), Ministry of Social Development and Poverty Reduction (MSDPR), Richmond Fire and Rescue (RFR) and daily maintenance/monitoring of homeless camps.
  • Conduct inspections of existing homeless encampments to ensure they are well kept and orderly.
  • Support in the coordinate a cross departmental and agency response to new and abandoned encampments.
  • Build trust and rapport with clients while respecting their privacy and autonomy.
  • Educates, informs, advocates and supports clients to access income (Ministry of Social Development and Poverty Reduction, Income Assistance, and Persons with Disability).
  • Creates, builds and fosters partnerships with appropriate community supports including government, shelters, mental health services etc.
  • Coordinate and train staff, as appropriate, to support program goals within the City of Richmond’s current framework.
  • Conduct patrols of parks to identify new or abandoned encampments.
  • Provide statistical documentation and distribution of current files with a weekly summary.
  • Inspect, observe and gather evidence in order to initiate appropriate progressive enforcement of related bylaws and regulations.
  • Prepare, maintain and organize bylaw enforcement inspection reports and records for all completed inspections sufficient to the requirements of the department.
  • Participate in legal action proceedings including preparing legal documentation, and gathering and giving evidence in court.
  • Liaise with a variety of internal and external contacts such as other Municipal departments, the RCMP, Richmond Fire and Rescue, Vancouver Coastal Health, related Federal and Provincial Agencies and the local community in interpreting and explaining applicable City policies, bylaws and initiatives.
  • Make recommendations for bylaw amendments.

Knowledge, Skills & Abilities:

  • Ability to conduct inspections and investigations, interpret and enforce various bylaws and apply the legal processes for progressive bylaw enforcement in a manner that reflects dignity and respect to all involved through the promotion of voluntary compliance and excellent customer service.
  • Considerable knowledge of relevant sections of the bylaws and regulations related to municipal operations such as zoning, unsightly premises, nuisance and other related bylaws, provincial statues, court procedures, and rules of evidence;.
  • Demonstrated ability to act with professionalism and diplomacy and to maintain confidentiality.
  • Strong attention to detail, critical thinking, time management, and organizational skills.
  • Strong analytical, problem solving and decisions making skills.
  • Ability to work with challenging individuals, diverse population with various ages and possess strong conflict resolution skills.
  • Compose reports, letters, educational materials, bylaw amendments and legal documents.
  • Interpret and apply the intent of regulatory instruments using sound, fair and reasonable judgement.
  • Ability to communicate effectively, diffuse hostility, determine personal/public risk and take appropriate action, when required.
  • Ability to manage a varied case load and multiple files simultaneously.
  • Knowledge of BC Housing services and resources. Liaising with other community programs as needed to provide support.
  • Effective time management and organizational skills.
  • Skilled in the use of software applications and programs required for the work, such as Tempest and Microsoft Office programs including Outlook, Word and Excel.
  • Ability to successfully clear a Police Information Check.

Qualifications and Experience:

  • Completion of job related coursework in subjects such as bylaw enforcement, inspections, conflict resolution and/or investigations, equivalent to one (1) year post secondary program supplemented by a minimum of two (2) years of related experience is required. An equivalent combination of education, training and/or experience may be considered.
  • Two (2) years of combined experience working in recent front line work supporting individuals who are at risk of homelessness, poverty, and addiction
  • A valid Class 5 Driver’s Licence for the Province of British Columbia with a safe driving history.
  • A second language is considered an asset.
  • Must be willing to work a flex time schedule which will include weekend shifts.

Working Conditions:The work is performed in an environment that involves conducting inspections without foreknowledge of potential hazards. Required to enter hazardous environments and areas while working in a safe manner. Some exposure to abusive or threatening behaviours. Inspections and investigations are usually done outside in various conditions. Required to operate a vehicle on a regular basis.
