Closing Date: October 25, 2024FM-PRO’s Vision: To provide excellence in service and the built environment for UHN and the communities we serve.The Director, Planning will have authority and accountability for the effective and innovative leadership of the ongoing strategic facilities planning for the purpose of capital redevelopment within UHN. The position will continue to provide strategies and systems to lead effective capital and/or space planning. Working with the Executive Director of Planning and Integration/ Research Facilities, Facilities, FM-PRO Leadership, and other members of UHN Senior Management Team, the Director will ensure approved goals and objectives of programs and services requiring capital and/or space changes are supported and achieved consistent with UHN Strategic Priorities. The Director will ensure that all projects can be managed within available and assigned capital and spatial resources. The position will provide professional practice leadership to co-ordinate day-to-day operational practices supporting all programs and necessary service deliveryThe principal responsibilities include:
- Performs planning and or/ space management responsibilities
- Develops, implements and manages short- and long-term plans for the key project responsibilities across all areas of UHN which are in alignment with UHN goals and strategies
- Projects – Participates in FM-PRO strategic planning, to develop strategies, initiate planning required for the capital program and/or space management
- Consult with Program Executive to direct the planning and prioritization of capital, space and/or renovation projects
- Review and Monitor Capital and Renovation Project Planning, verifying alignment by all parties at each stage, and ensuring that plan for any major project is developed and effectively transitioned to the Project Redevelopment team as appropriate
- Ensures that all projects are established with a clear scope, schedule and budget
- Develops and monitors short/long-term plans that are aligned and integrated with organizational goals; prepares appropriate business/strategic plan / development documents in support of short- and long-term planning initiatives
- Anticipates and monitors changing priorities, trends, legislative requirements and/or other internal/external emerging issues, analyzing the potential on portfolio and facility within UHN goals, priorities and activities; recommends and/or implements appropriate strategies to achieve appropriate results
- May be required to lead/establish the analytics of key performance indicators for Planning and Integration/Research Facilities and other FM-PRO Teams
- Develops and enhances working relationships with all key external service providers ensuring that UHN is the recipient of excellent services
- Manages all aspects of human resources
- Creates an environment of inclusiveness, empowerment, respect and collaboration through innovation and project teams involving interdisciplinary health care professionals, external planning and design consultants, and support staff in implementing capital or renovation projects to programs and services
- Fosters an environment that encourages staff to excellence and integrity in a developmental, responsive and timely manner for service delivery and professional issues; meet regularly with staff and encourage leadership/career/mentor development;
- Collaboratively develop models to improve and motivate, utilize effective strategies for change management
- Will be directly responsible for 5-8 staff who may range in position from planner to senior manager. Expectation is that there will be an additional 10-15 staff supervised by Managers within this portfolio
- Performs quality management responsibilities
- Manages financial resources effectively
- Performs various corporate management responsibilities which support and advance programs/services and site
- Performs cross-functional and/or other duties consistent with the job classification, as assigned or requested
- Works in compliance of the Occupational Health & Safety Act and its regulations, reporting hazards, deficiencies and contravention’s of the Act, in a timely manner
QualificationsAt minimum, completion of a Master’s degree in Health Administration or Business Administration or recognized equivalent required
- Undergraduate degree in Engineering or Architecture preferred
- Knowledge of applicable legislative UHN and/or departmental policies
- Extensive knowledge of the Health Care sector
EXPERIENCE
- Very strong organizational skills required
- Minimum of 10 years related experience of Healthcare
- Ten yeas related progressive senior leadership experience required
- Related health care experience (10 plus years)
- Six or more years related experience (program/service), including experience working in a senior leadership role required
- Experience managing and leading teams of staff and projects in a complex environment required
- Experience working with senior levels of organizations, government, professional associations, and others
- Excellent problem recognition, analytical, and problem solving.
- Excellent computer skills, using Windows NT, Microsoft Word, Excel, PowerPoint, and Microsoft Project (or other scheduling software) and able to use Internet software
- Ability to be flexible, adaptable, perceptive and implement changes and embrace new challenges
- Ability to work effectively in a high pressure environment taking a creative and pro-active approach to solutions
