Guided by a vision to provide a safe, efficient, effective transportation system that serves residents, businesses and visitors in an environmentally, socially and economically sustainable manner, the Transportation Services Division of the City of Toronto plans, constructs and manages the transportation infrastructure within the public right-of- way, including the public realm, sidewalks and roads in Toronto.The Business Performance Section drives the Division’s centralized business support, including contract management, procurement, performance management, corporate compliance, workforce development, systems development, and emergency planning. As a Senior Project Manager, you will make valuable contributions to advancing the Division’s mission to build and maintain a resilient transportation network so that people can connect with the places, activities, and communities they value.Reporting to the Manager of IT Strategic & Emergency Planning, you will lead the Unit’s efforts in complex and multidisciplinary divisional emergency and business continuity planning, and strategic coordination for emerging business needs of the Division. The innovative Senior Project Manager we seek will have critical judgement, analytical thinking, and problem-solving skills to deliver on demanding assignments, and advanced interpersonal skills to effectively represent the Division, maintain relations and work with a multitude of internal and external stakeholders, and communicate at all organizational levels.Collaborative leadership in a multi-stakeholder environmentA savvy communicator, comfortable balancing political, community and other stakeholder interests, you will establish, maintain, and develop linkages to other divisions, agencies, boards, and commissions to ensure effective partnerships and stakeholder liaison. You will also represent the Division at working groups, standing committees, and meetings with staff of other sections, divisions, agencies, community and special interest groups, citizens, and consultants.Full project and team management accountabilitiesAdept at delivering projects – from inception through to implementation, you will manage assigned projects, including time, budget, and scope to ensure successful project execution, applying the Project Management Body of Knowledge (e.g., PMBOK from the Project Management Institute) to project planning and execution. Your focus will be on ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning, as you supervise the day-to-day operation of staff and/or multidisciplinary and inter-divisional project teams, including scheduling, assigning, and reviewing work.Sharing knowledge and promoting innovationBy conducting research on emergency planning and maintaining an awareness of developments and advancements in relevant fields and adjacent jurisdictions, you will improve your technical competency and be able to provide state- of-the-art advice. This will include providing strategic planning and delivery on assigned projects and addressing implementation challenges and financial implications to the City. Senior management will also rely on you for strategic planning advice, day-to-day operational support, and professional judgement on complex and contentious issues. Within this role you will be required to use your strategic judgement to implement and deliver comprehensive plans that impacts various stakeholders.Key Qualifications:
Among the strengths you bring to the role of Senior Project Manager will be the following key qualifications: * University degree in planning, business administration, civil engineering, project management, emergency planning or a discipline pertinent to the job function, or an equivalent combination of education and experience.

  • Extensive experience in a project management leadership role delivering projects, activities, and assignments, from inception through to implementation, with minimal direction while balancing political, community and other stakeholder interests.
  • Extensive experience in managing/leading/developing emergency management programs, business continuity planning and business process improvements.
  • Extensive experience in developing and implementing strategic plans that include clear objectives and an implementation plan.
  • Demonstrated knowledge and application of political acuity and strategic thinking.
  • Knowledge of a variety of legislation related to the field, including the Occupational Health and Safety Act.
  • A fundamental knowledge of related software applications (e.g., MS Office, Visio, Project, Articulate 360, etc.).
  • In response to emergency events, you must be able to work weekends and evenings, and be on call/standby, as required, to support the Division.
  • A PMP designation would be an asset.
