This involves day-to-day scheduling to ensure appropriate coverage and consistent customer service support while maintaining confidentiality and professionalism.Work Performed:

  • The role leads and manages all aspects of the assessment and property taxation functions (including the accuracy and timeliness of all tax related billings), Payments in Lieu (PIL) and adjustments, as well as arrears management.
  • Provides guidance and advice to staff within the organization and external to the organization on property taxation matters including tax sales, business improvement area, and accounting for taxation revenue while operating within established policies and practices.
  • The role is responsible for ensuring the accuracy and completeness of all other revenue for the Corporation, which include but is not limited to Grants, User Fees, donations and any other revenues. This includes the accurate preparation of audit working papers, liaising with the City’s audit firm and completion of journal entries, and other financial reporting, such as the annual Financial Information Return (FIR)
  • Works with all departments to ensure that all types of revenues are captured (billed and collected) fully and accurately. The role may also be involved with managing and negotiating agreements with respective lessors or other entities that the Corporation receives funds from.
  • Manages the collection of billed and receivable revenues including taxes, tax arrears, the overdue account processes and internal and external reporting in a timely manner in accordance with municipal and provincial guidelines. This could involve investigating and resolving discrepancies, contacting customers or external parties and following through on same, calculating interest and/or projected interest and negotiating suitable payment arrangements within policies.
  • The position is expected to identify opportunities for revenues, by (in part) monitoring grant opportunities that relate to the Corporation’s activities, assisting departments in applying for funding, and milestone and final reporting requirements including monitoring grant opportunities, assisting departments, the Manager of Financial Services/Deputy Treasurer and the Director of Corporate Services/Treasurer
  • The role involves interactions with other departments, often at the managerial or director level to support the management of revenues impacting their divisional responsibilities, such as grant reporting, or other revenue collections, and requests for information about city-owned property and leased facilities.
  • Oversees the Accounts Receivable including but not limited to invoicing, reconciling, and remitting any required provincial and federal taxes or other distributions.
  • Identification of delinquent receivable accounts collection methods, which includes preparing files for Tax Sale registration process.
  • Performs other dueis as assigned.

Qualifications:

  • 3-5 years relevant professional experience in a municipal finance or related environment
  • Undergraduate University Degree in Business or related discipline
  • Chartered Professional Accounting (CPA) designation, or an approved equivalent
  • Working knowledge of Great Plains and OPTA (On-line Property Tax Analysis) or relevant financial software.
  • Advanced skills in Microsoft Office (Word, Excel, Outlook).Extensive knowledge of the Municipal Act, Assessment Act, Assessment Act and Local Improvement Regulation.
  • Excellent analytical, organizational, project/time management, problem solving, negotiation and report writing skills.
  • Ability to work in a dynamic environment with constant interruptions.
  • Excellent interpersonal, customer service, staff leadership and management skills including the ability to communicate clearly and effectively both orally and in writing.
  • Familiarity with FMW budgeting or Citywide Asset Management software considered an asset
